Drowning Victim in Surigao City Identified as 62-Year-Old Resident of Barangay Washington


Authorities in Surigao City have confirmed the identity of the man whose body was found floating along the shoreline of Pantalan 1, Barangay Washington, early Friday morning, August 15, 2025.

The deceased has been identified as Lemuel Niepes Cruz, 62, a widower, self-employed, and a long-time resident of Purok Cadena de Amor, Borja corner M. Ortiz Street, Barangay Washington. Cruz was formally recognized by his half-brother, Laureano Lopez Niepes, 70, who resides nearby in the same barangay.

According to police reports, Cruz’s lifeless body was discovered at approximately 5:40 a.m. by a local resident who immediately alerted authorities. Members of the Surigao City Police promptly responded to the scene, securing the area and coordinating with local health officials to investigate the circumstances surrounding the death.

A post-mortem examination was conducted later in the morning by Dr. Benjielita M. Pospia-Notada, City Health Officer II, at around 8:30 a.m. The examination revealed an avulsed wound (2×2 cm) on the right frontal head area, as well as multiple small abrasions on the head and a bloated abdomen. Based on these findings, the official cause of death was listed as sudden respiratory arrest secondary to asphyxia, brought about by drowning.

Authorities initially suspected accidental drowning, but the presence of head injuries has prompted a more detailed investigation to determine whether the wounds were sustained before or during the drowning incident. At this time, police have not indicated foul play, but they are continuing to gather information from potential witnesses and family members.

Cruz was known within the community as a hardworking, independent man who had lived in Barangay Washington for many years. His death has left neighbors and relatives in shock, particularly given the sudden and unexpected nature of the incident.

Local police have appealed to residents for any information that may help clarify Cruz’s activities before the drowning, including whether he had been seen along the shoreline in the hours leading up to the discovery. Authorities are also reviewing circumstances at Pantalan 1, a frequently used docking and fishing area, to ensure the safety of residents and workers who frequent the site.

The body of Cruz has since been released to his family for funeral arrangements. Police stated that their investigation remains open until all possible factors contributing to the incident are thoroughly examined.
